Title VI Training Materials
On August 26, 2025, Governor Kathy Hochul enacted a nation-leading measure to combat hate and bias on college campuses. Pursuant to this legislation, colleges and universities in New York State are required to designate a Title VI Coordinator to ensure compliance with Title VI of the Civil Rights Act of 1964. The law also requires colleges and universities to provide annual Title VI training to students and employees, and to regularly share information regarding institutional policies and procedures for reporting discrimination.
To support colleges and universities in their implementation of these requirements, the New York State Division of Human Rights has developed model training materials in coordination with subject matter experts and stakeholders with relevant experience in higher education policy, civil rights compliance, anti-discrimination initiatives, and campus safety and student support. Colleges and universities may decide to use the Division’s model training materials or develop institutionally equivalent trainings.
